Both, and that is the point of a turnkey contract. The same studio draws the space and carries out the civil work, the services, the joinery and the finishing, so there is one company answerable for the result.

It is a single contract where one company designs the space, prepares the costing, and carries out all the work until it is ready to use. You deal with one team instead of coordinating a designer and several contractors.
